NASBA Center for the Public Trust Announces 2026 Board Appointments

NASHVILLE, TENN. (Jan. 8, 2026) – The NASBA Center for the Public Trust (CPT) today announces board leadership and new appointments to its Board of Directors for 2026. The CPT, whose mission is to develop, empower and promote ethical leaders, is honored to welcome these individuals and work alongside them as they share their expertise through board service.
Chair, W. Michael Fritz, CPA, of Columbus, Ohio – A retired senior partner with Deloitte & Touche LLP, Fritz served as the industry professional practice director for state and local government, higher education and not-for-profit industries. From 2013-2023, he served on the National Association of State Boards of Accountancy (NASBA) Board of Directors as chair, vice chair, director-at-large, Great Lakes regional director, secretary, and treasurer. In 2015, Fritz completed a seven-year term with the Accountancy Board of Ohio where he is a former board and committee chair. He has served on the American Institute of Certified Public Accountants (AICPA) Government Audit Quality Center Executive Board and as a past executive board member of the Ohio Society of CPAs.
Vice Chair, Jennifer Bouchard of Manhattan, New York – Bouchard is the chief people officer for Figure8, the parent company of the world-renowned and award-winning Museum of Ice Cream and Home Quart brands. Previously, she was the global talent enablement leader for Meta (formerly Facebook, Inc). Bouchard was formerly the manager of programs for the CPT. In this role, she directed a start-up of the national student initiative, the Student Center for the Public Trust (StudentCPT), involving faculty and students from 12 universities. She also led development and recruitment for the CPT’s national membership program. A graduate of the University of Alabama, Bouchard holds a Bachelor of Science in Political Science and Communications.
Ex-officio Chair, Donald H. Burkett, CPA, of Columbia, South Carolina – Burkett served as CPT chair from 2019-2025. In addition to his service with the CPT, he is an active past chair and volunteer of NASBA, where he previously served as chair of the Ethics, Legislative Support (former and current chair), and Audit and Board Effectiveness committees. A licensed CPA for over 30 years with the firm Burkett Burkett & Burkett Certified Public Accountants, P.A., his expertise in the area of tax has been featured in “The Best Tax Practitioner,” published by Money Magazine. Burkett received a Bachelor of Science in Accounting from the University of South Carolina.
Linda Biek, DBA, CPA, CGMA, of Manhattan, New York – Biek serves as head of strategic content at the International Federation of Accountants (IFAC), where she leads the development of strategic content supporting global advocacy, governance and stakeholder engagement initiatives. Previously, Biek served as director at the International Ethics Standards Board for Accountants (IESBA), and the Hong Kong Institute of Certified Public Accountants (HKICPA), as well as head of investigations and compliance at Hong Kong’s Accounting and Financial Reporting Council (AFRC). Earlier in her career, Biek represented NASBA at both national and international levels to promote effective regulation of the accounting profession. She also served as executive director of the Tennessee State Board of Accountancy and began her career in KPMG’s audit department. Biek is a CPA licensed in both Tennessee and Hong Kong and brings more than 25 years of experience in accounting, auditing, regulation and compliance. She has also served on various non-profit boards and committees throughout her career.
Ruben Davila, CPA, CFF, Esq., of Sierra Madre, California – Davila is a professor at the University of Southern California’s (USC) Marshall School of Business and Leventhal School of Accounting. He has chaired the CPA Examination Review Board and served on numerous influential boards and committees including the California Board of Accountancy (CBA), CalCPA, the AICPA Board of Examiners, the NASBA-AICPA International Qualifications Appraisal Board (IQAB), and the NASBA Education Committee. Davila holds a bachelor’s degree in accounting from Loyola Marymount University, an MBA from the University of Southern California, and a Juris Doctorate from Loyola Law School.
Marcus Rayner of Lambertville, New Jersey – Rayner is senior managing director of public policy in the office of Government, Regulatory Affairs, and Public Policy at PricewaterhouseCoopers, LLP (PwC) where he leads state and local public policy for the firm. Rayner has over 25 years of federal, state and local public policy experience. He began his career as a policy advisor to Governor Christine Todd Whitman of New Jersey and joined her at the U.S. Environmental Protection Agency. He also served as district director for Congressman Mike Ferguson (R-NJ), overseeing his local office and political operation. Immediately prior to joining PwC, Rayner was president of the New Jersey Civil Justice Institute, a New Jersey-based business group advocating for reforms to the state’s civil justice system. Rayner lives in New Jersey and holds a Bachelor of Arts from Washington and Lee University in Lexington, Virginia.
Turney Stevens, Jr., of Franklin, Tennessee – Stevens has served as dean (2008-2014) and dean emeritus (2014-2020) of the Lipscomb University College of Business, executive director of the Hilton and Sallie Dean Institute for Corporate Governance and Integrity, and professor of Management and Strategy. Prior to his tenure at Lipscomb, he was an investment banker, CEO and entrepreneur for more than 35 years. Stevens has served on a variety of for-profit and not-for-profit boards throughout his career. From 2008-2019, he served on the public board of KCAP Financial Inc. (NASDAQ: KCAP) based in New York. Stevens graduated from Lipscomb University (B.A. 1972) and from Vanderbilt University’s Owen Graduate School of Management (MBA 1981). He is also a graduate of the University of California at Los Angeles (UCLA) Director’s College and is a Board Fellow of the National Association of Corporate Directors.
