Marcus Rayner is Senior Managing Director of Public Policy in the office of Government, Regulatory Affairs, and Public Policy at PricewaterhouseCoopers, LLP (PwC) where he leads state and local public policy for the firm.

PwC is a leading global professional services firm with a network of more than 370,000 professionals in 149 countries. PwC provides professional services across three segments: Assurance, Advisory, and Tax. Within these segments the firm brings a range of capabilities to help organizations solve faster, solve more and realize more value. These capabilities include cloud and digital, deals, ESG, cybersecurity and privacy, governance/boards, risk, transformation, tax services and more.

As the firm’s state and local policy lead, Marcus represents PwC at The Accounting Coalition (TAC), which focuses on managing state public policy issues on behalf of the accounting profession and large national firms. In this capacity, he handles multiple state policy initiatives and participates in national and state policy groups to monitor state impacts to PwC and the profession.

Marcus has over 25 years of federal, state, and local public policy experience. He began his career as a policy advisor to Governor Christine Todd Whitman of New Jersey and joined her at the U.S. Environmental Protection Agency when President George W. Bush appointed her to lead that agency. He also served as district director for Congressman Mike Ferguson (R-NJ), overseeing his local office and political operation. Immediately prior to joining PwC Marcus was president of the New Jersey Civil Justice Institute, a New Jersey-based business group advocating for reforms to that state’s civil justice system.

Marcus lives in New Jersey and holds a B.A. from Washington and Lee University in Lexington, Virginia.
